Directorate Overview

The organisational structure of CEWA’s Executive Team and Directorates of office-based staff is designed to support the strategic direction and mission of Catholic education, and assist schools in delivering an authentic Catholic education, and improving learning outcomes and life opportunities for children, families and communities across WA.

The Catholic Education Western Australia Executive Team is led by the Executive Director, who is supported by the Deputy Executive Director and Director of Catholic Identity; Director of Teaching and Learning; Director of Governance and Administrative Services; Director of Finance, Planning and School Resources; Director of Community Engagement and Employee Services and Director of School Improvement.

Dr Debra Sayce

Executive Director

Prior to her appointment, Debra was Director of Religious Education at Catholic Education Western Australia, a role in which she was responsible for leading Catholic Identity, religious education and faith formation. A published author and sessional lecturer at Notre Dame University, Debra has extensive experience in the education sector, focused on religious education, health and physical education and biological sciences. She is a member of the CECWA, National Catholic Education Commission and Executive Council Plenary 2020.

Wayne Bull

Deputy Executive Director

Before his appointment to the Deputy Executive Director’s position, Wayne worked as a Catholic secondary principal for nearly twenty years.  During his 40 years of service in Catholic Education he has been a member of the Catholic Education Commission of Western Australia, including membership of the Religious Education and Curriculum Committee and the School Resources Committee. Additionally, Wayne has chaired a number of CEWA work parties. He is a former President of the Catholic Secondary Principals’ Association of WA. Wayne is the current Chair of the Lasallian Mission Council for the District of Australia, New Zealand, Pakistan and New Guinea.  As a father of two children who teach in Catholic schools, and the grandfather of six grandchildren, all of whom attend WA Catholic schools, he has both a professional and personal interest in working collaboratively with the Executive Team to ensure that the Christ-centred and student-focused vision of Catholic education is realised.

Dr Chris Cotter

Director Religious Education

Dr Chris Cotter is a Catholic educator with experience as a teacher, leader and administrator in schools and system offices, including Assistant Director of Schools in the Diocese of Wagga Wagga, New South Wales. Prior to joining CEWA he was employed as a Mission Consultant for the Oceania Province of the Redemptorist Congregation. Chris has tertiary qualifications in Teaching, Theology and Religious Education, most recently completing the degree of Doctor of Theology through the University of Divinity, Melbourne. His research thesis explored a theological approach to the transformation of the human experience of conflict as a pathway for new insights into the evangelising mission of Australian Catholic schools.

Mandy Connor

Director Teaching and Learning

Mandy has experience as a Catholic educational leader across all year levels of schooling. After commencing her educational career in secondary schools, she spent most of her years of Principalship in Pre-kindergarten - Year Twelve Colleges. She also has substantial experience in leadership of regional schools. Prior to her appointment as Director of Teaching and Learning, Mandy was the foundation Principal of Holy Cross College in Ellenbrook. She has a deep commitment to Catholic identity, and worked with the Holy Cross College community to create an environment in which faith is deeply embedded in all aspects of school life. Mandy has a passion for teaching and learning and a keen interest in fostering learning environments characterised by innovative rigour. She has been invited to present at national and international conferences on harnessing contemporary pedagogies and leveraging technology to enhance learning. She holds two Masters degrees and studied for a semester at Fordham University in New York as a recipient of the Edmund Rice Scholarship.

Dr Tony Curry

Director Leadership and Employee Services

An experienced Catholic school principal and published author, Tony is responsible for driving school improvement across the system along with holding responsibility for leadership and regional offices. Tony’s career has spanned both primary and secondary settings across WA, as well as previously coordinating the leadership team at Catholic Education Western Australia. He holds three masters degrees and a Doctorate of Education.

Dr Glennda Scully

Director Finance and Infrastructure

Dr Glennda Scully took on the role of Director Finance and Infrastructure after completing eight years of service with the Catholic Education Commission of Western Australia (CECWA) as a Commissioner and Chair of the CECWA’s Finance Committee. Dr Scully brings to the Executive Team significant expertise in education sector leadership and research, and valuable experience as an accomplished business professional with strong governance and commercial acumen. She been a member of the Perth Archdiocese Financial Council, the Audit Advisory Committee of Chartered Accountants Australia and New Zealand, and has held directorship roles with MercyCare and Financial Toolbox. Dr Scully holds a PhD from the University of Western Australia and is a fellow of Chartered Accountants Australia and New Zealand. She is passionate about ensuring a sustainable financial structure supports outstanding teaching and learning in Catholic schools, as CEWA continues to grow and develop in response to the demand for Catholic education across WA.

Dr Edward Simons

Director Governance, Strategy and Digital Technology

Edward is responsible for a diverse portfolio of teams, including Strategy, Communications and Marketing, Administrative Services, Legal, Records Management and Audit and Compliance. He also leads the operational aspects of the CECWA. Edward’s background is in policy and strategy development, Government liaison and project management. He holds a Doctorate of Education and Masters in Educational Management from UWA and completed his Company Directors at AICD in 2017.
